reclaiming the area and developing it for the construction

of Chinese tenement houses was then their client.

Although Government was legally committed to carry out the sale, arrangements were made to postpone it, end further negotiations were conducted by which it was secured that when the area was put up to auction Government should reserve a harbour roadway at least 75 feet wide abng the sea frontage.

Mr. Kwok Djioneng, the ultimate purchaser, proposes developing the lots for the erection of a large Sugar Refinery for which he requires shipping facilities so that their development will forge another link in the chain of harbour development.

The Chinese speculators who unsuccessfully

competed with the purchaser for these lots were anxious to secure the larger area still remaining for reclamation purposes and to cover it with Chinese tenements, and numerous applications were received requesting that it might be put

up for sale by public auction accordingly.

The Executive Council at a meeting held on

the 15th September 1921 decided, however, to retain and

develop this area for such purposes in connection with the

Harbour Development as would be most likely to develop the Harbour and Colony as a whole.

Surveys were commenced immediately for the

purpose of deciding the ultimate aligment of the 100 ft. Shaukiwan Road and Mr. Duncan as far as the pressure of work

in connection with the Praya East Reclamation and other harbour work permitted prepared the accompanying plans "A" and "B" which together with his report contain all the detailed particulars necessary to deal with the engineering

issues involved.

I anticipated before these plans were

prepared that it might be feasible to adopt the usual type

of development which has obtained in the past here, viz.,
